认证目的与意义
专业人员认证可证明从业人员能够依据国际标准,高效、安全地完成焊接与钎焊作业。各工种类别均设有专项要求与能力规范,保障作业高品质输出,符合行业法规标准。
认证类别
本次认证划分如下:

焊工:依据拉脱维亚国家标准采纳版《LVS EN ISO 9606》标准执行;

焊接操作员与设备调试员:依据拉脱维亚国家标准采纳版《LVS EN ISO 14732》标准执行;
-
钎焊工及钎焊操作员:依据拉脱维亚国家标准采纳版《LVS EN ISO 13585》标准执行。

法定监管领域与非监管领域
法定监管领域
若认证为法规强制要求,申请人需提交理论与实操培训结业证明,以及法规规定的其他配套文件。
非法定监管领域
认证依照国际标准开展;证书具备国际认可度,在雇主要求或当地法规许可前提下,可在拉脱维亚境外合法使用。
权责与职能划分

SIA SC认证机构:依据《ISO/IEC 17024》建立认证体系,保障认证独立性,维护持证人员注册档案;

考评员 / 审核员:组织考核、监督实操流程、记录考核全过程、编制考核报告,具备对应作业领域专业能力;
-
SIA SC认证机构负责人(裁决人):独立作出证书核发、维持、撤销的最终裁定。
申请人准入条件
-
通用要求:年满 18 周岁,具备独立完成实操考核的身体与操作能力;
-
法定监管领域附加要求:需提交符合内阁法规要求的学历及培训资质证明。
申请流程
申请材料需填写个人信息、申请认证工种及认证范围(材料组别、厚度 / 管径、作业位置、接头形式),同时注明是否属于法定监管领域范畴。SSC 机构需在 10 个工作日内完成申请审核并反馈结果。
考核流程
实操考核
依据标准要求,对试样开展目视检测,必要时结合无损检测 / 破坏性检测方法完成评定。
理论考核
若标准、监管要求、用工单位或申请人提出需求,将开展专业理论知识考核。
补考规则
申请人若理论考核或实操考核单项不合格,可申请对应科目补考。

理论补考:首次考核结束后 3 个月内可申请补考,补考题目同科目但更换题库内容;
-
实操补考:需在同等考核条件下,重新完成全新测试试样操作考核。
若补考结果仍不合格,申请人须完成额外专项培训后,方可重新报名完整考核。
裁决与证书核发
仅由SIA SC认证机构机构负责人结合考核报告与检测结果作出最终裁定,证书于裁定完成后 10 个工作日内出具,证书内容严格对应 ISO 9606、ISO 14732、ISO 13585 标准附录规范。
证书有效期
-
焊工(EN ISO 9606):依据焊接工艺与材料类别,有效期通常为 2 至 3 年;
-
焊接操作员(EN ISO 14732):有效期最长 3 年或 6 年;
-
钎焊工(EN ISO 13585):有效期 5 年。
具体时效与约束条款以对应标准原文规定为准。
证书维持与年度确认
每 6 个月需提交焊接作业有效从业确认材料;
有效期确认材料审核通过后,证书有效期顺延 6 个月;未按时提交确认材料的,证书自动失效。
证书续期
核查持证人员在岗作业范围及定期检测证明材料;
适用 ISO 9606-1 b 类情形时,需提交近 6 个月内两份射线检测 / 超声波检测 / 破坏性检测的焊接检测报告;
需同步提供用工单位 / 责任负责人证明及考评员审核确认文件;
审核通过后核发全新证书,并标注更新后的有效期限。
证书使用规范
证书仅限标注的作业范围及有效期内合法使用。违规虚假使用、超范围引用证书,将作为证书暂停或撤销的依据。
证书暂停与撤销
若查实持证人员作业行为不符合法规、标准及SIA SC认证机构机构规章制度要求,SIA SC认证机构有权调整认证作业范围、暂停证书效力或直接撤销证书。
申诉与投诉

非法定监管领域:针对认证裁决的申诉,依照 SIA SC认证机构内部申诉流程处理;

法定监管领域:认证驳回结果可依据《行政程序法》,向拉脱维亚经济部提起异议申诉;
-
投诉事项:针对 SIA SC认证机构 运营行为及持证人员违规行为的投诉,严格遵照既定流程受理处置。
保密与数据保护
未经当事人许可,严禁向第三方泄露个人信息,法律法规强制要求情形除外。全体在岗工作人员及相关参与方均签署保密协议,业务数据仅授权指定人员访问查阅。
公正性与质量管理
SIA SC认证机构 严格遵循 ISO/IEC 17024 标准,保障认证流程独立、客观开展;全面识别利益冲突风险并落实防控措施,体系委员会全程监督认证公正性。
Purpose and Significance of Certification
Certification of specialists confirms that personnel are able to perform welding or brazing tasks efficiently and safely in compliance with international standards. Each category has specific requirements and competencies that ensure high quality and compliance with industry regulations.
Certification Categories
Certification is carried out for:

Welders in accordance with LVS EN ISO 9606;

Welding operators and machine setters in accordance with LVS EN ISO 14732;
-
Brazers and brazing operators in accordance with LVS EN ISO 13585.
Applicable Standards and Regulatory Acts
ISO Standards: LVS EN ISO 9606 (welders), LVS EN ISO 14732 (welding operators), LVS EN ISO 13585 (brazers / brazing operators).
EU Directive: 2014/68/EU (PED), Annex I, clause 3.1.2.
Latvian Cabinet Regulations: No. 588 “Procedures for the Certification of Metal Material Welders and Non-Destructive Testing Personnel”, No. 348 “Pressure Equipment Regulations”.
Regulated and Non-Regulated Sectors
Regulated Sector
Where certification is stipulated by regulatory enactments, candidates must submit certificates of completed theoretical and practical training courses, together with other specified documents.
Non-Regulated Sector
Certification is performed in accordance with international standards; the certificate is internationally recognised and valid outside Latvia if required by the employer or the regulations of the respective country.
Division of Responsibilities and Competences
SSC – administers certification schemes in compliance with ISO/IEC 17024, ensures impartiality and maintains a register of certified persons.
Examiners/assessors – conduct examinations, supervise practical tests, document procedures and draw up minutes; competent in the relevant process.
SSC Director (decision-maker) – makes independent decisions on the granting, maintenance or withdrawal of certification.
Candidate Criteria
General requirements: minimum 18 years of age; ability to complete practical tasks.
For the regulated sector: additional education certificates in accordance with Cabinet Regulations.
Application Process
The application shall include personal data, requested certification and scope (material group, thickness/diameter, position, joint type), as well as confirmation of whether the application falls within the regulated sector. SSC shall inform the applicant of the evaluation outcome within no later than 10 working days.
Examination Process
Practical Assessment
Test specimens are evaluated by visual inspection and, where necessary, NDT/DT methods in accordance with relevant standards.
Theoretical Assessment
Where required by the standard, supervisory authorities, employers or at the candidate’s request, theoretical job knowledge shall be assessed.
Re-assessment
Re-assessment applies to candidates who have not successfully passed either the theoretical or practical part of the examination.
Theoretical Re-assessment
Candidates may retake the theoretical examination within 3 months from the initial assessment date. Re-examinations contain different questions covering the same subject area.
Practical Re-assessment
Candidates may retake the practical examination by completing a new test specimen under the same conditions as the initial test.
If the re-assessment is also unsuccessful, the candidate may only apply for a full new examination after additional training.
Decision and Certificate Issuance
Decisions are made solely by the SSC Director based on examination minutes and test results. Certificates are issued within 10 working days. Certificate content complies with the annex requirements of the relevant standard (ISO 9606, ISO 14732, ISO 13585).
Validity Period
-
Welders (EN ISO 9606): generally 2–3 years, depending on the welding process and material group.
-
Welding operators (EN ISO 14732): up to 3 or 6 years.

Brazers (EN ISO 13585): 5 years.
Exact terms and conditions are defined in the respective standard.
Certificate Maintenance and Endorsement
Work endorsement for welding activities is required every 6 months.
Validity extension – endorsement extends the certificate for a further 6 months; failure to provide endorsement will render the certificate invalid.
Certificate Renewal
Verification of active work within the certified scope and relevant test evidence is conducted.
In cases covered by ISO 9606-1 b), evidence of two RT/UT/DT tested welds completed within the previous six months must be submitted.
Endorsement from the employer/responsible person and examiner approval are mandatory.
A new certificate with an updated validity period is issued upon approval.
Terms of Use
Certificates may only be used within the specified scope and validity period. Misleading use or application outside the certified scope may result in suspension or withdrawal of the certificate.
Suspension and Withdrawal
SSC may expand or restrict the certified scope, suspend or withdraw a certificate if non-compliance with regulatory enactments, standards or SSC internal rules is identified.
Appeals and Complaints
Non-regulated sector: appeals against decisions shall be submitted in accordance with SSC appeal procedures.
Regulated sector: refusals may be contested at the Ministry of Economics under the Administrative Procedure Law.
Complaints: complaints regarding SSC operations or certified personnel shall be handled in accordance with established procedures.
Confidentiality and Data Protection
Information shall not be disclosed to third parties without personal consent, except as required by legal provisions. All employees and involved personnel sign confidentiality commitments; data access is restricted to authorised persons only.
Impartiality and Quality Assurance
SSC ensures an independent and objective certification process in compliance with ISO/IEC 17024. Conflict of interest risks are assessed and preventive measures implemented; impartiality is monitored by the scheme committee.
